Deborah Frances Neal, 57, is charged with driving under the influence and 1st degree homicide by a vehicle for the crash that occurred Nov. 1, 2025 at Frederica and Sea Island roads. She was arrested Tuesday, nine months later.
After shooting three people at the home, the suspect shot himself, Jacksonville police said.
