The City of Atlantic Beach partnered with the U.S. Army Corps of Engineers Jacksonville District in 2024 to contain and eradicate an invasive plant species

ATLANTIC BEACH, Fla. — The City of Atlantic Beach partnered with the U.S. Army Corps of Engineers Jacksonville District in 2024 to contain and eradicate an invasive plant species discovered during a beach renourishment project.

Responders targeted beach vitex, a nonnative plant that displaces native vegetation and threatens coastal sand dunes.

The rapid response initiative was launched to eliminate the isolated plant population before it could spread through the local dune system. Native plants hold dune sand in place, allowing coastal structures to withstand wave action and storm erosion. When invasive species displace native flora, dunes become more vulnerable to storm damage.

Steve Swann, city engineer for Atlantic Beach, credited federal assistance with making the containment effort possible.

“The partnership we established with the Jax District for dealing with the beach vitex provided the expertise and equipment to rapidly get the areas colonized by beach vitex under control and eventually eradicate it from these areas altogether,” Swann said. “This would not have happened without the help of Jessica and other Jax District personnel.”

Jessica Spencer, a biologist with the Jacksonville District’s Invasive Species Management Branch, led the response initiative. Spencer noted that taking action during the initial growth phase avoided long-term ecological damage. “Since this is a small, relatively isolated population, it was important to eliminate it before it had a chance to spread,” Spencer said. “Early detection and rapid response to this population have prevented it from spreading to the point that it would require long-term management in perpetuity.”

At its peak, beach vitex formed a dense stand across portions of the local dune system. The plant spreads by sending out thick, horizontal runners that generate new roots and woody stems at each node. “The impacts of beach vitex involve its displacement of native dune vegetation,” Spencer said. “As the vitex spreads, it outcompetes native vegetation for the limited resources in the dunes and quickly forms a dense monoculture.”

Beyond choking out native flora, beach vitex can grow toward the shoreline. The plant’s long, woody runners can interfere with sea turtle nesting and trap hatchlings moving toward the ocean. Swann highlighted how native plants preserve both wildlife habitats and shoreline stability.

“Managing invasive species in the dune system is critical with respect to providing native species such as sea oats and railroad vine the ability to flourish,” Swann said. “This, in turn, provides excellent coastal habitat while reducing storm risk impacts to the city.”
