They said the man who hit the back of the patrol car, 30-year-old Aleksandr Bratulin, was unresponsive at first and had to take a sobriety test later, the arrest report said. He was later arrested.

A passenger in the Ford Ranger fell out of the car when Bratulin hit the back of the patrol car and was taken to the hospital with serious but non-life-threatening injuries, the report said.

The driver with the flat tire was also taken to the hospital with serious but non-life-threatening injuries. The officer “received a small abrasion,” the report said.
